The lecture compares the procedures of the people's initiative in Switzerland and the Principality of Liechtenstein with a special focus on legal control. While Switzerland primarily examines initiatives in the political process, Liechtenstein subjects them to a comprehensive judicial preliminary review even before the signature collection. Against this background, it is shown how Liechtenstein has institutionally further developed the instrument originally adopted from Switzerland. Finally, it is discussed to what extent this model can serve as a reform approach for Switzerland. Goran Seferovic is a professor of public law at the Zurich University of Applied Sciences (ZHAW) in Winterthur, titular professor at the University of Zurich, and a lawyer in Zurich. His research interests lie in constitutional and administrative law, with a focus on direct democracy and its legal embedding in international comparison.
