Since the 1960s, Switzerland has used computers to manage labor migration. What started as a statistic gradually became a central foreigner register and thus an instrument of political control and police oversight. The book tells the story of this early digitalization of federal administration: of mainframes, forms, and screen terminals, of shifts in power between the federal government and cantons, and of the question of how people became data records.
